REFUREC held EU Member States meeting in Madrid
On 25 and 26 November 2010, the Renewable Fuels Regulators Club (REFUREC) held a meeting with its members in Madrid, Spain, on current issues of the implementation of the Renewable Energy Directive and the Fuel Quality Directive. The meeting was hosted by the Comisión Nacional de Energía (CNE), Spain’s Biofuels Certification Agency. European national officials from Spain, the UK, Germany, Slovak Republic, Denmark, Malta, the Netherlands, Norway, Ireland, Sweden, Finland and Austria, as well as an expert speaker from France, attended the event.
On the first day, the CNE presented the Spanish biofuels mandate and held a live demonstration of their web application SICBIOS. The UK presented on Mass Balance and the Netherlands on outcomes of a REFUREC stakeholder group working on double-counting feedstocks.
On the second day, expert speaker Hubert de Bonafos, Global Product Manager for Sustainable Management & Natural Resources at Bureau Veritas, shared his views on the implementation challenges of the Directive and introduced the 2BS scheme. The presentation was followed by Member States updates from Ireland (outline of the Irish biofuel obligation scheme), Sweden (harmonisation issues regarding land use categories and the use of electricity in the GHG-calculation) and the Netherlands (progress update regarding accepting voluntary schemes in the NL). Afterwards, REFUREC communications manager Danilo Krahl introduced to the new website Members Section, and next steps for 2011 were discussed.

The Renewable Fuels Regulators Club (REFUREC) is an informal club that offers a pan-European platform for discussion, information exchange and tackling cross-border issues relating to the biofuels market in the European Union and beyond.
REFUREC is open to institutions and organisations responsible for regulating biofuels within their respective countries and as such is primarily targeted to those who are or will be operators / administrators.
The club supports its members primarily through mutual knowledge exchange and advice on issues related to the operation and implementation of measures to support biofuels within the EU and beyond.
